HAARETZ: IDF Ordered Hannibal Directive on October 7 to Prevent Hamas Taking Soldiers Captive
‘There was crazy hysteria, and decisions started being made without verified information’: Documents and testimonies obtained by Haaretz reveal the Hannibal operational order, which directs the use of force to prevent soldiers being taken into captivity, was employed at three army facilities infiltrated by Hamas, potentially endangering civilians as well.

A reported 255 Israelis were captured, including soldiers and civilians. Since then, 154 of them have been released, mainly by Hamas in November’s prisoner exchange.

However, the figure of those released also includes some bodies of dead captives, mostly killed in Israeli strikes on Gaza. Of the remaining 101 prisoners, 35 have been officially declared dead by Israel. The actual number is likely much higher. Many have been killed by Israeli carpet bombing, and three escaped prisoners were shot dead by Israeli ground troops in Gaza City in December.

One “conservative” estimate published by the British medical journal The Lancet in July stated that as many as 186,000 Palestinians are likely to have been killed by Israel so far – almost 10% of Gaza’s population.

In January, an investigation by the Israeli newspaper Yedioth Ahronoth concluded that the IDF had, in practice, applied the Hannibal Directive from noon of October 7, ordering all combat units to stop “at all costs” any attempt by Hamas terrorists to return to Gaza with hostages. The Israeli newspaper Haaretz confirmed this.
