Can Europe still trust USA as an Allied?

Norwegian Minister of Foreign Affairs Espen Barth Eide points out that the USA under Trump has weakened its engagement in many of the institutions built after World War II. In effect, the USA leaves its own hegemony as the world’s only superpower, leaving room for China. It has been one year since Vance held his awakening speech at the Munich Security Conference on February 14. 2025. See some ofhis controversial quotes below and think of the USA under Trump’s rule:
